HERE’S WHY:
- Congress, not the President, should make a treaty of this importance! Then it would be a strong, broadly supported, and well-considered bill.
- Corker reverses that.
- S.615 allows Obama to take the high ground. And hold it! Here’s how:
- First, he signs an ill-considered treaty constructed out the the mysterious principles he lives by.
- Congress, from a defensive posture now, then gets to register a “resolution of disapproval” against what will likely be an ill-considered treaty (note the link) ; and it needs to find an unlikely 67 Senate votes to do it!
- Obama gets his treaty and Republicans get to tell their constituents that they voted against it (when in truth they were the architects of their own defeat.
